The current power market construction lacks a unified plan, and the power management departments include the National Development and Reform Commission, the China Electricity Regulatory Commission, and the State-owned Assets Supervision and Administration Commission. It is difficult for the departments to coordinate with each other. The reforms have entered deep-water areas, and the adjustment of the interests of the departments and the interests of the enterprises has affected the reform attitude of all parties, and the reforms have affected the process. The lag in electricity price reform has seriously affected the process of electricity market reform.

In the current period when the power system reform and marketization construction have entered, the reform is no longer a technical problem, but an institutional mechanism and determination decision. Market reform needs top-level design and promotion, and it requires more cooperation between departments. The overall construction of the power market must be balanced and unified, and planning must be conducted in a coordinated and coordinated manner.
