Shanxi Builds Science and Technology Innovation Service Platform to Promote Open Sharing of Scientific Instruments

Small and medium-sized enterprises (SMEs) often face financial constraints, yet they require access to advanced scientific research equipment to conduct R&D tests. However, there's now a solution—scientific information and high-precision equipment can be shared. On January 4, 2018, a reporter learned from the comprehensive reform demonstration area in Taiyuan, Shanxi Province, that a new technological innovation service platform has just launched. This platform aims to address the challenges faced by SMEs and startups, such as limited funds and lack of equipment, by offering them the necessary software and hardware services. "For our small and medium-sized enterprises, it’s unrealistic to spend millions on scientific instruments. Now, we can simply make a reservation through the platform," said Zhang Wei, vice president of a local technology company. The platform is described as an "Internet + government services" initiative. According to officials from the demonstration area, the platform uses internet and big data technologies to integrate provincial science and technology resources and entrepreneurial services online, providing comprehensive public innovation services based on trust and collaboration. It streamlines service processes, introduces innovative methods, promotes data sharing, and ensures transparent, open services, allowing companies and individuals to easily access services and benefit from the outcomes of the "Internet + government services" model. Currently, the platform offers nine key services, including technology policy inquiries, access to large-scale equipment and research facilities, scientific literature searches, project management, technology application for small and micro enterprises, enterprise monitoring, registration of high-tech enterprises, and the transformation of scientific achievements. Companies only need to provide basic documents like business licenses and tax registration certificates to register and enjoy all the platform’s services. "One of the main goals of building this platform is to reduce startup costs and encourage companies to conduct independent R&D," a responsible official explained. The sharing of large-scale equipment and research facilities is one of the key cost-saving measures. It is understood that Shanxi has been investing heavily in advanced instruments at universities and research institutes, but many of these are underutilized. To address this issue, the platform facilitates the sharing of scientific equipment, optimizing resource allocation and reducing unnecessary purchases, thus improving the efficiency of large-scale scientific instruments. So far, the platform has listed 2,693 pieces of equipment, with registered companies able to search for the required instruments, check their specifications, and find contact details. Companies can then make reservations directly on the platform. Additionally, the platform includes 296 entries for research companies, 112 scientific experts, and 11 key laboratories. Zhang Wei of Shanxi Nuoyun Information Technology Co., Ltd. shared that his company recently booked equipment from the Institute of Biology in Shanxi Province for a week-long product test, costing around 5,000 yuan. “This service is very beneficial for us. We can use high-end equipment at a low cost, which helps reduce our operational burden and supports our R&D efforts,” he said. The platform also offers a "scientific literature search" service, allowing registered companies to access previously purchased documents for free. As one official explained, "In short, the demonstration area pays for the scientific literature, and registered companies can view it for free." This further enhances the value and accessibility of the platform for SMEs and entrepreneurs.
