Small and medium-sized enterprises (SMEs) often face financial constraints, yet they require advanced scientific research equipment to conduct R&D tests. Fortunately, access to high-precision instruments and scientific information is now more accessible than ever. On January 4, 2018, a reporter learned from the comprehensive reform demonstration area in Taiyuan, Shanxi Province, that a new technological innovation service platform has recently launched. This platform aims to address the challenges faced by SMEs and startups, such as limited funds and lack of equipment, by offering them software and hardware services tailored to their needs.
"For our small and medium-sized enterprises, it's unrealistic to spend several million yuan on scientific instruments. Now, we can simply make a reservation for the equipment we need through the platform," said Zhang Wei, vice president of a technology company. The platform is described as an "Internet + government services" initiative. According to the officials overseeing the demonstration area, the platform leverages internet technology and big data to integrate regional scientific and technological resources and entrepreneurial support services online. It provides comprehensive public innovation services based on the internet, promoting transparency, trust, and efficient service delivery.
Currently, the platform offers nine key services, including technology policy inquiries, sharing of large-scale equipment and research facilities, scientific literature searches, project management, technology transfer, enterprise monitoring, high-tech registration, and the commercialization of scientific achievements. Companies only need to provide basic documents like business licenses and tax registration certificates to register and access these services.
"One of the main goals of building this platform is to lower startup costs and encourage companies to engage in independent R&D," said an official. By enabling the sharing of expensive equipment, the platform helps reduce financial burdens. Shanxi has invested heavily in scientific instruments at universities and research institutions, but many of these are underutilized. To address this, the platform promotes the sharing of equipment, ensuring optimal resource allocation and avoiding unnecessary duplication of purchases.
As of now, the platform lists 2,693 pieces of equipment, with detailed information on each, including specifications, subsidiary names, contact persons, and phone numbers. Companies can search for and reserve the equipment they need. The platform also includes 296 entries for research firms, 112 scientific experts, and 11 key laboratories.
Zhang Wei shared his positive experience: "On December 8, our company booked time at the Kelvin Institute of the Institute of Biology in Shanxi Province. We used the equipment for a week for product testing, costing around 5,000 yuan. This service is extremely beneficial for SMEs, allowing us to access high-end tools at low cost."
Additionally, the platform offers a "scientific literature search" service, where registered companies can view previously purchased documents for free. "In short, the demonstration area pays for the scientific literature, allowing registered companies to access it at no cost," said the responsible official.
