The total procurement is divided into one contract package. Bidders must fully commit to all aspects of the package; otherwise, their bid will be considered invalid. **Second, sources of funds and payment methods:**
The funding for this project comes from fiscal resources. Upon completion of equipment delivery, installation, and commissioning, and after successful acceptance and signing of the “Zhangwu County Government Procurement Contract Performance Acceptance Opinion,†95% of the payment will be made within one year. The remaining 5% will be held as a quality guarantee deposit and paid one year after the contract signing date.
**Third, eligibility requirements for qualified bidders:**
1. Must meet the conditions outlined in Article 22 of the "People's Republic of China Government Procurement Law."
- Capable of independently assuming civil liability.
- Maintains a good business reputation and a sound financial accounting system.
- Possesses the necessary equipment and professional technical capabilities to fulfill the contract.
