3. Bidding scope: Procurement equipment, materials and spare parts for gasification fans and gasification heaters for 2×1000MW ultra-supercritical coal-fired generating units purchased from Shenhua Hualuoyuanwan Reservoir Integration Project Tools, technical documentation, and related transportation and technical services. The bidder can only bid for all the goods, and it is not possible to choose some of the goods in the package for bidding.
4. Source of funds: Registered capital accounts for 20% of the total project investment, and the remaining 80% are bank loans.
5. Qualification requirements of bidders:
The bidder shall meet all the following requirements at the same time:

5.4 If the bidding scheme adopts foreign technical support, the qualifications of the foreign technical support party shall meet the corresponding requirements of the above provisions, and the bidder shall provide an effective copy of the cooperation contract/agreement with the foreign technical support party in the bidding documents. Technical Support The party shall be responsible for the design of the equipment and provide guarantees for the performance of the equipment. If the bid product is an imported product, the foreign manufacturer of the imported product shall meet the relevant requirements of the above-mentioned regulations; the bidder of the imported equipment shall be the sole authorized agent of the manufacturer for this project.
5.5 The corresponding qualifications and capabilities of design, quality control, and operation and management in professional technology, personnel organization, and performance experience.
5.6 Do not accept domestic brand manufacturers for proxy bidding, and do not accept consortium bids.
5.7 The bidders of specific equipment for each package shall also meet the specific qualification requirements for each package of equipment. For details, see the "Equipment subcontracting and qualification requirements form". A copy of the contract must be provided to prove the performance of the contract. A copy of the user's certificate or invoice (provided that it has been put into operation, if no user certificate is issued and the invoice is issued for three years as one year of operation) is required to prove the operation.
