The fate of China's next generation communication standard TDD-LTE

Is it going to the world, or is it trapped? The fate of China's leading next-generation communication standard TDD-LTE will be finally revealed in the next 2 years.
On January 18th, the 25th lunar month, many people have already boarded the train to go home for the New Year, but Xie Feibo is still far away. As the Director of the Radio Administration Bureau of the Ministry of Industry and Information Technology, Xie Feibo is now leading a 26-member delegation composed of representatives of the government, academia, and enterprises to participate in the 2012 International Telecommunication Union (ITU) Radio Congress in Geneva, Switzerland.
On the same day, the TDD-LTE-Advanced "Created in China" was officially recognized by the International Telecommunication Union (ITU) as one of the three major international standards for the fourth generation of mobile communications (4G) after deliberation and approval at the meeting.
Applause rose from the meeting, and the scene vaguely seemed like yesterday. On May 5, 2000, at the Wireless Telecommunication Union Conference in Istanbul, Turkey, China-led TD-SCDMA technology was selected as one of the three major 3G international standards, and it has also received praise and longing.
But the victory of the standard does not mean the success of the industry. Due to the slow pace of industrialization and commercialization, and missed the golden period of development, TD-SCDMA was firmly suppressed by other international standards. In the end, except for China itself, few countries adopted this standard to deploy communication networks.
Twelve years later, the fierce fight against international standards in communications once again returned to the starting line. This time, China needs to learn how to develop, operate and promote an international standard in a complex international competitive environment.
China Creation Engine
"China's TDD-LTE is already standing on the airport runway." Wen Ku said.
As the director of the Science and Technology Department of the Ministry of Industry and Information Technology, since China proposed TD-SCDMA and officially joined the international communication technology competition, Wenku has participated in it all the way. In his view, TDD-LTE is giving China a major historical opportunity to lead the world in the field of communications and information, which will drive the first time for Chinese communications manufacturing companies to stand on the same level as world-class enterprises in terms of intellectual property rights and technological capabilities The horizontal line, relying on technological advantages rather than simple production and low prices to win the international market.
As the next generation communication standard inherited from TD-SCDMA, TDD-LTE has a strong national color since its birth.
"Throughout the history of the world, the backward countries are catching up with the advanced countries, an important reason is that they have seized the opportunity in the industry replacement, especially in the replacement of emerging industries." In 2008, when discussing support for the commercial use of TD-SCDMA, the SASAC Yu Dehai, the executive director of the research center project, once told reporters, "The next generation of communication technology is likely to become the carrier of the country's later superiority in the replacement of the communication industry."
As the global economy continues to shrink, countries are using industrial transformation and upgrading, especially occupying strategic emerging industries such as information technology and fighting for the highest point of the global economy. TDD-LTE, which has independent intellectual property rights and is expected to "go out", has already It has become an important engine driving the transformation of "Made in China" to "Created in China".
"TDD-LTE plays an important role in China's competitiveness in the era of the mobile Internet." Huang Xiaoqing, president of the China Mobile Research Institute, once said that at present, the global new generation of information technology is in the ascendant, and the competition for network territory is increasingly fierce. Countries including South Korea and Australia are actively accelerating the development of mobile broadband network infrastructure, which will become an important commanding height in the future informatization competition.
"In the field of global communications and information, TDD-LTE brings historical opportunities to realize the leap-forward development of China's industry from manufacturing to creation." Huang Xiaoqing believes that in recent years, the rapid rise of the Internet of Things and mobile Internet worldwide has led to data The explosive growth of traffic has driven the accelerated transformation of global mobile communications to a new generation of broadband mobile communications.
In this process, a national team strategy for the information industry of "national support + China Mobile marketing + local equipment manufacturer construction" has gradually taken shape. An analysis report of Guotai Junan in 2011 believes that the state supports it through policies and funds (preferential tax treatment for enterprises and preference for foreign export credits); China Mobile relies on the world's largest user resources of 600 million mobile users to carry out global cooperation in network and business; China Local communication equipment manufacturers provide overall solution support for TDD-LTE network construction. Such a national team strategy is in line with national interests in the information age.
The report believes that global LTE large-scale commercial network construction should begin in 2013, and before that it will have a limited contribution to the revenue of communication equipment vendors; and from a strategic perspective, the existing LTE layout will determine the future industrial competition pattern in the LTE era.
In November 2011, Wang Shouchen, vice president of ZTE Corporation, told reporters from Caijing Nianjing that ZTE has built TDD-LTE experimental bureaus and commercial networks with 29 leading operators in 6 countries around the world, covering Europe, India, Asia-Pacific, and Southeast Asia. And the Americas and other regions, including 7 TDD-LTE scale commercial bureaus, won a total of 28 LTE commercial contracts.
China, the world's largest communications market, is the strong rear of the development of next-generation communications technology in China's communications industry. An example is that in the 3G era, during the TD-SCDMA network construction process, Chinese local communication equipment manufacturers gained the most significant share.
International competition
Just like the cross-border business competition in all other fields, TDD-LTE has also encountered crowding and attacks from international competitors.
Currently, TDD-LTE has two main competing standards: WiMAX dominated by the United States and FDD-LTE dominated by Europe. Due to factors such as the weak US standard industry chain and uncertain development prospects, its operators have recently turned to TDD-LTE. Therefore, the main competitor of TDD-LTE is the European standard FDD-LTE.
Although it is weaker than the Chinese standard in frequency utilization, the European standard currently has a leading advantage in terms of industry maturity and international support due to its first-mover advantage. By the end of November 2011, the European standard had 33 commercial networks worldwide and more than 200 terminals. Industry insiders say that by the end of 2012, the standard is expected to build more than 100 commercial networks, and in terms of the most important market indicator: the maturity of the terminal, the European standard has also led TDD-LTE for more than one year.
Previously, with the promotion of the Chinese industry, international equipment manufacturers and operators have generally recognized that in the construction of the next generation of global communication networks, TDD-LTE and European standards can coexist in the same chip, equipment and network at the same time. Need to choose.
In the European standards camp, only one standard is the most beautiful.
"Governments and enterprises in Europe are promoting one thing in private, which is to push TDD-LTE out of the 4G market." An official from the Ministry of Industry and Information Technology told reporters in private. A person in charge of an overseas operator also told reporters that the European standards camp has been lobbying equipment manufacturers and operators, hoping that manufacturers deploy networks to choose European standards rather than convergence standards.
The above-mentioned official said that the Ministry of Industry and Information Technology had a meeting to discuss how to deal with it. In the end, it still believed that the market mechanism should be resolved by the market mechanism.
Zhou Baoxin, secretary general of the Communications Technology Committee of the Ministry of Industry and Information Technology, revealed that currently 29 of the 30 TDD-LTE trial networks worldwide use equipment from Huawei and ZTE. Zhou Baoxin believes that in order to promote the internationalization of TDD-LTE, we should first encourage and support the export of Huawei and ZTE ’s two major equipment manufacturers, "encourage them to jointly operate TDD-LTE networks with foreign investor operators, and now our manufacturers There are also experiences, and others are involved in operations with others abroad. Internationalization means that more people use TDD-LTE networks. "
At the beginning of promoting the development of TD-SCDMA, the joint venture model of "one China, one foreign" was adopted, and before the commercial use of TD-SCDMA, it had already failed. For example, Dingqiao Communications, a joint venture between Huawei and Siemens Communications, the joint laboratory of Datang Telecom and Nortel Networks, ZTE and Ericsson have jointly secured orders for China Mobile through a strategic cooperation agreement. Because of the unsatisfactory results, Dingqiao Communication was completely dumped to Huawei by foreign parties, and Ericsson canceled its strategic cooperation with ZTE Corporation.
The vulnerability of this cooperation can be seen from the evolution of the relationship between the two parties. Ericsson filed a lawsuit against ZTE in Europe in April 2011, suing ZTE for infringing some of its 2G and 3G patents, and ZTE counterclaimed in China. , Sued Ericsson for infringing its 4G technology patents. In early 2012, the two sides reached a settlement.
Ma Zhihong, president of Ericsson China and Northeast Asia, made it clear to reporters in 2010 that it took too much time to persuade the headquarters to attach importance to TD-SCDMA, "so that our share of TD-SCDMA is not ideal."
If during the period of TD-SCDMA, European and American companies attempted to obtain the Chinese market through joint ventures, the ultimate goal is not ideal, then in the development of TDD-LTE, these companies have adopted a more subtle way to disrupt the international TDD-LTE Drive.
During the reporter's interview, although all foreign-funded companies stated that their FDD-LTE and TDD-LTE can be integrated into a unified platform, which supports both FDD-LTE networking and TDD-LTE networking, but the products of different manufacturers, In actual operation, there will be large differences.
"Due to the profound lessons learned during the development of TD-SCDMA, China Mobile decided to involve the two manufacturers in the construction of the same urban network as much as possible at the beginning of the TDD-LTE large-scale test network construction plan, so as to solve the problem between different devices as soon as possible. "Interoperability issues." A person from the equipment manufacturer told reporters, which also explains why China Mobile's six cities large-scale trial network finally entered 11 domestic and foreign companies.
